China urges dialogue, consultation after Putin’s warning to West

As Russian President Vladimir Putin announced a partial military mobilization, which is considered as an escalation in the conflict that started in February, China on Wednesday called for a cease-fire in Ukraine.

Wang Wenbin, a spokesperson for the Chinese Foreign Ministry, told the state-run Global Times newspaper that Beijing “calls for a cease-fire through dialogue and measures that address all sides’ security concerns.”

China urges for conversation and consultation to overcome the divergences, Wang said, adding that “each country’s justifiable security concerns should be valued, and all measures conducive to resolving the problem amicably should be supported.”

“I think it necessary to endorse the recommendation of the Defense Ministry and the General Staff to proclaim partial mobilization in the Russian Federation,” Putin said earlier on Wednesday in a televised address to the nation.

The action was taken a day after it was announced that the weekend would see referendums on whether to join Russia in the Russian-controlled Ukrainian provinces of Donetsk, Luhansk, Kherson, and Zaporizhzhia.

Putin said that the required decree had already been signed and that mobilization efforts had begun.

According to Sergei Shoigu, Russia’s defense minister, 300,000 reservists will be called up as part of the mobilization to control “already freed territory.”

Putin’s decision for a partial mobilization and his preparations for the “illegal annexation of areas of Ukraine” have been characterized as “an admission that his plan in Ukraine is failing,” according to British Defense Secretary Ben Wallace.
