Zelensky Blows Off Congress as Republicans Walk Out of Ukraine Funding Meet: “There Has to be Border Security First”

Several Republican senators walked out of a briefing on Ukraine aid Tuesday as it descended into a row over the border crisis, and Ukrainian President Volodymyr Zelensky unexpectedly canceled a video link appearance to appeal for more US money.

Utah Senator Mitt Romney and Nebraska Sen Deb Fischer walker out of the classified briefing early, the AP reported, saying that Republicans were angry they heard nothing on the migrant crisis at the US-Mexico border.

“The briefers were saying things we’ve all known, we can read about in any newspaper, had been said publicly,” Romney told reporters according to AP. “There’s nothing new in what they’re describing, and Republicans are saying that there’s support for Ukraine, but there has to be security of our border.”

Ukrainian President Volodymyr Zelensky was supposed to try and cajole Congress to approve an emergency aid package of more than $60 billion for Kyiv Wednesday.

Senate Republican leaders, ahead of a key procedural vote Wednesday, are urging their GOP colleagues to block legislation to provide more than $61 billion in military and foreign aid for Ukraine because the package does not include immigration and asylum reforms.

Any hopes of getting a bill passed this week were dashed when tempers boiled over at a classified briefing on the war in Ukraine and senators got into a shouting match over border security.

Senate Republicans now say they will reject Senate Majority Leader Chuck Schumer’s (D-N.Y.) last-ditch offer to bring President Biden’s request for emergency foreign aid to the floor along with a bipartisan bill to crack down on the fentanyl supply chain and a guarantee Republicans can offer the first amendment on border security.

Senate Republican leader Mitch McConnell (Ky.) is urging GOP colleagues to vote against the motion to proceed, insisting that major immigration and policy reforms be included in whatever package Schumer brings to the floor.

The White House delivered a dire warning to congressional leaders Monday that time is running out for lawmakers to approve more assistance to Ukraine — sounding the alarm that Kyiv’s battlefield gains against Russia are at risk without more money.

In letters Monday to party leaders in the House and Senate, White House budget chief Shalanda Young warned that inaction before the end of the year on a new round of funding threatens to “kneecap Ukraine on the battlefield.”

“I want to be clear: Without congressional action, by the end of the year we will run out of resources to procure more weapons and equipment for Ukraine and to provide equipment from U.S. military stocks,” wrote Young, director of the Office of Management and Budget. “There is no magical pot of funding available to meet this moment. We are out of money — and nearly out of time.”

Identical letters were sent to Speaker Mike Johnson, House Minority Leader Hakeem Jeffries, Senate Majority Leader Chuck Schumer and Minority Leader Mitch McConnell.
