President Joe Biden’s Department of Homeland Security (DHS) has confirmed that the agency is developing a program that will provide border crossers and illegal aliens released into the United States with photo ID cards.
For more than a year, Breitbart News has chronicled how DHS is planning to roll out a pilot program that will give border crossers and illegal aliens photo ID cards, similar to a driver’s license, upon their release into the United States interior from the southern border.
Now, DHS officials are seemingly confirming their plan to issue photo IDs to such border crossers and illegal aliens.
Buried in the Immigration and Customs Enforcement’s (ICE) annual report, officials confirmed that they are planning to begin issuing the photo ID cards to border crossers and illegal aliens sometime this fiscal year.
“[The Office of Immigration Program Evaluation] is leading the ICE Secure Docket Card (SDC) project, which offers a uniform, durable card provided to noncitizens upon release, and facilitates reliable access to commonly lost or damaged immigration-related paperwork,” the ICE report details:
The SDC will be integrated with the Unified Immigration Portal that ICE and [Customs and Border Protection] officers and agents use in the field and the ICE Portal to allow noncitizens access to commonly used documents and services. ICE expects the project to ease ICE personnel workload when encountering noncitizens with the card and decrease the burden on noncitizens when interacting with ICE, including the facilitation of remote reporting for certain low-risk populations. ICE anticipates a limited release in two [Enforcement and Removal Operations] field offices in FY 2024. [Emphasis added]
In September, John Fabbricatore, a former ICE official and advisory board member at the National Immigration Center for Enforcement (NICE), told Breitbart News that the ultimate goal of the Biden administration is to limit illegal aliens’ face-to-face contact with DHS as much as possible.
“It’s a normalization of illegal immigration,” Fabbricatore said.
Biden’s Catch and Release network at the United States-Mexico border is releasing millions of border crossers and illegal aliens into American communities every year.
DHS officials have privately told Congress that Biden is releasing about 5,000 border crossers and illegal aliens into the U.S. interior every day. That figure suggests that Biden is releasing about 150,000 border crossers and illegal aliens into American communities every month and about two million annually.

The countries discussed the ‘benefit’ of ‘regularizing the situation’ of Hispanic illegal immigrants
Migrant numbers at the southern border in December have broken the record for monthly encounters, Customs and Border Protection (CBP) sources tell Fox News — just as U.S. and Mexico officials met this week and discussed the benefits of “regularizing” those in the country illegally.
Sources say there have been more than 276,000 migrant encounters in December so far, already making it the highest month on record.
The previous record was set in September when officials saw 269,735 encounters. The number includes illegal immigrants encountered between ports of entry and migrants entering at ports of entry via the CBP One app.
It means that since the new fiscal year began on Oct. 1., there have been more than 760,000 migrant encounters at the southern border, making the first quarter of FY 24 the highest quarter on record. Meanwhile, there have been 82,000 known getaways since Oct. 1. There were over 9,400 encounters in the last 24 hours, with over 8,000 resulting in a release with a Notice to Appear.
It caps a year at the southern border where multiple records have been repeatedly smashed, and where Border Patrol have consistently been overwhelmed by the numbers they are seeing.
Republicans have blamed the surge on the policies of the administration, including the ending of Trump-era policies, while the administration says it is dealing with a hemisphere-wide challenge and needs more funding and immigration reform legislation from Congress.
It has adopted a strategy of expanding “lawful” pathways for migration, cracking down on smugglers and increasing what it says are consequences for illegal entry. A DHS official told Fox this month that there have been 400,000 removals between May and the end of November — nearly the number of removals in all of FY19.
However, officials have also told lawmakers that they are releasing 5,000 illegal immigrants a day into the U.S., and that doesn’t include those being paroled in at ports of entry.

WASHINGTON — The US and Mexico released a joint statement on the ongoing migration crisis Thursday that was heavy on platitudes and support for asylum-seekers, but mentioned no enforcement action to stop a record-breaking wave of illegal immigration — and even teased the prospect of amnesty for those already here unlawfully.
Officials claimed a three-hour Mexico City meeting involving Secretary of State Antony Blinken, Homeland Security Secretary Alejandro Mayorkas and Mexican President Andrés Manuel López Obrador was a success — but Thursday’s statement noted no agreed-upon steps to slow or stanch the deluge of migrants seeking asylum.
“President López Obrador highlighted the commitment of President Biden to pursue regular, orderly, and secure migration. He stressed the need to continue the diplomatic and political engagement with all countries in the region, as well as investing in ambitious development programs throughout the entire hemisphere of the Americas,” the statement said.
“Both delegations underlined the efforts that the Biden administration is pursuing through development assistance and humanitarian aid, as well as advancing new private investments in the region,” it added.
The communique went on to describe existing programs and policy debates without announcing any new initiatives — saying instead that “[t]he two delegations agreed to meet again in Washington in January 2024 to continue to advance our strong partnership on migration management.”
