NATO Secretary General Jens Stoltenberg said that Ukraine has a right to use its Western-supplied weapons to defend itself against Russia, even if that includes striking targets within Russia’s borders.

“This is Russia’s aggressive war against Ukraine, which is a blatant violation of international law,” Stoltenberg told Radio Liberty during an interview on Tuesday.

“And according to international law, Ukraine has the right to self-defense. And it also includes strikes against legitimate military targets, Russian military targets outside of Ukraine. That’s international law, and of course, Ukraine has the right to do that to defend itself.”

A NATO official confirmed with Financial Times on Thursday that Stoltenberg meant that Kyiv’s right to self-defense included striking Russian military targets outside of Ukraine.

Russian President Vladimir Putin has repeatedly warned against Ukraine using its Western-supplied equipment to launch attacks on Russian territory, saying that doing so could risk escalating the conflict. The warnings had originally made allies like the United States hold off on supplying Kyiv with long-range weapons capable of reaching Russia, but NATO allies have since given Ukraine such arms.

Ukraine will be free to use F-16 fighter jets it will receive from NATO against military targets ‘inside Russia,’ or beyond Kiev’s claimed borders, the US-led bloc’s Secretary General Jens Stoltenberg has told American state-run media.

Stoltenberg was speaking to RFE/RL for an interview scheduled to air on Friday. According to snippets released in advance, the NATO head has argued that Ukraine has the right to self-defense against Russian “aggression,” which would include “striking legitimate Russian military targets outside Ukraine.”

As to when the government in Kiev might actually receive the promised jets, Stoltenberg would not say. Each NATO member that has pledged to deliver F-16s has different policies and will decide themselves, he explained.

While some of Ukraine’s backers want the jets in action as soon as possible, they will have a stronger impact if the pilots are well-trained and there are enough maintenance and support crews on hand, according to Stoltenberg.

“So, I think we have to listen to the military experts exactly when we will be ready to or when allies will be ready to start sending and delivering the F-16s,” he said. “The sooner the better.”

Ukraine has long demanded the F-16 as a way to combat Russian air superiority. Denmark and the Netherlands have both pledged to contribute some of their jets, with President Vladimir Zelensky putting the total number at 42. The first Ukrainian pilots training in the West finished their classes in the UK in December.

The way the US-made jet is designed means it might have difficulties operating from Ukrainian runways, sparking speculation that they could be flown from Poland, Romania or the Baltic states instead.

In an interview with Radio Liberty, NATO Secretary-General Jens Stoltenberg stressed that each ally retains the autonomy to provide F-16 fighter jets to Ukraine, affirming Ukraine’s right to self-defense, including striking legitimate Russian military targets beyond its borders.

Ukraine has actively pursued U.S.-made F-16 fighter jets to counter Russian air superiority. The United States approved the transfer of F-16s from Denmark and the Netherlands to Ukraine in August, pending completion of pilot training.

Kyiv had long sought to obtain the fighters after heavy losses incurred by its air force, which flies primarily Russian aircraft. The US F-16 has better combat capabilities than those operated by Ukraine.

On the question of when Ukraine will be able to deploy F-16s, Stoltenberg stated that it was not possible to determine.

He reassured that Ukraine’s allies all wish for their early deployment, emphasizing that the effectiveness of the F-16s will significantly depend on the training of pilots and the preparedness of maintenance crews and support personnel.

“I think we have to listen to the military experts exactly when we will be ready to or when allies will be ready to start sending and delivering the F-16s,” the NATO chief said.

“The sooner, the better,” he added.

Stoltenberg revealed that the decision to deliver F-16s to Ukraine would be left to each ally, with differing policies.

“The war in Ukraine is a war of aggression, and Ukraine has the right to self-defense, including striking legitimate Russian military targets outside Ukraine,” as cited by Stoltenberg in the Radio Liberty media outlet.
